The Canadian government has shared new information regarding the delays in opening the Gordie Howe International Bridge and the construction costs associated with the project linking Ontario and Michigan. However, Windsor West’s Conservative MP, Harb Gill, expressed dissatisfaction with the responses, alleging that Ottawa is withholding crucial details about the $6.4 billion bridge, which faced political controversy earlier this year. Gill emphasized the importance of transparency, stating that avoiding direct communication could lead to increased suspicion among the public.
The federal authorities refrained from disclosing specific details about additional expenses incurred to facilitate the bridge’s opening. Nevertheless, the responses provided some insights into the major infrastructure undertaking, which was entangled in broader cross-border tensions following U.S. President Donald Trump’s threats to impede the bridge’s inauguration in February. This situation arose after significant lobbying efforts and substantial donations to Republicans by the owners of the nearby Ambassador Bridge.
In June, Prime Minister Mark Carney revealed that the U.S. had requested a delay in opening the bridge due to “technical aspects.” However, the precise nature of these technical issues was not elaborated upon publicly at the time. The federal government’s recent response to Gill’s inquiries from June indicated that the U.S. request, received around June 10, pertained to governance and financial frameworks associated with the bridge.
Furthermore, various high-ranking government officials and ministerial staff were briefed collectively on the U.S. request to postpone the bridge opening. This information aligns with the subsequent agreement reached between the two countries to open the bridge in late July, which included revenue-sharing arrangements and regulations concerning toll rate adjustments.
Gill criticized Carney’s initial explanation in June, arguing that the term “technical” suggested a physical issue with the bridge itself, whereas the concerns actually revolved around governance and financial matters. The lack of clarity in communication was a point of contention for Gill, who urged for straightforwardness in addressing such issues.
The responses to Gill’s queries outlined the involvement of various government entities in addressing the outstanding issues that led to the June delay. The Windsor Detroit Bridge Authority noted the series of delays in the project timeline, attributing them to factors such as the COVID-19 pandemic, quality management processes, and construction activities.
Regarding the project costs, the infrastructure department clarified that the delay requested by the U.S. in spring did not escalate the bridge’s overall cost. Although the project expenses had risen from $5.7 billion in 2018 to $6.4 billion in 2024, the specifics behind the $700 million difference were not fully disclosed by the WDBA in response to Gill’s inquiries.
In a statement, the WDBA emphasized its commitment to transparency and compliance with governmental regulations, promising to address concerns raised by MP Gill. Gill affirmed his intention to pursue comprehensive answers to his questions within the House of Commons and through his role on the industry committee.
