Prime Minister Mark Carney has been vocal about reducing Canada’s reliance on the United States since assuming office. He has highlighted Europe as a key market for Canadian goods, stating that Canada, being one of the most European non-European countries, prioritizes the European Union for global cooperation. This commitment has led to increased collaboration between Canada and the EU, including the recent enhancement of their existing free trade agreement and the establishment of a security and defense partnership.

The prospect of Canada potentially joining the EU has sparked discussions among experts and former officials. Augusto Lopez-Claros, a former World Bank economist, believes that while Canada is not currently eligible for EU membership under the existing treaty, amendments could be made to allow for its inclusion. Lopez-Claros argues that Canada’s alignment with EU values already positions it as a potential member.

Despite growing support among Canadians for EU membership, Prime Minister Carney has emphasized the goal of strengthening ties with the EU rather than seeking full membership. While some see the benefits of closer integration with Europe, others, such as trade expert Meredith Lilly, caution that joining the EU could compromise Canada’s sovereignty and dilute its interests within the larger union.

An alternative approach suggested by Fen Osler Hampson proposes a modern version of the Hanseatic League, involving Canada, key EU members, and other nations like the UK, Japan, South Korea, Australia, and New Zealand. This alliance could serve as a counterbalance to global powers and promote economic cooperation based on shared principles.

While the idea of Canada joining the EU remains uncertain, the discussions highlight the evolving dynamics of international trade and the need for Canada to explore diverse partnerships beyond its traditional alliances.
