Despite warnings of potential failure, the feeder main went uninspected for years. Identified as vulnerable after a 2004 rupture in Calgary, the Bearspaw pipe’s age and design posed risks. Recommendations for inspection were delayed multiple times.

The report highlighted infrastructure challenges in Canadian cities, with Calgary facing heightened risks due to rapid growth and maintenance costs. The panel criticized the city’s high risk tolerance for critical infrastructure failures. Urgent replacement of the deteriorating feeder main was urged, with construction of a new steel pipe underway for completion by 2028.

Accelerating the replacement project was emphasized to reduce vulnerability. The cost implications were not detailed, but urgency was prioritized over cost concerns. The creation of a new water utility department, accountable for system failures, was recommended, with a potential transition to a standalone corporation.

Despite the implementation of acoustic monitoring after the 2024 break, limitations were evident as it failed to detect the recent rupture. The report suggested exploring additional inspection methods beyond acoustic monitoring for improved reliability.
