The announcement of Breuer’s election was made via social media by the current NATO Military Committee Chair, Italian Admiral Giuseppe Cavo Dragone, who praised Breuer’s operational expertise, familiarity with the alliance, and leadership qualities. Carignan’s loss means that a Canadian has not held this position for nearly two decades, with the last Canadian, retired General Ray Henault, serving from 2005 to 2008. Carignan would have made history as the first woman to lead the Military Committee in NATO’s 77-year history had she been successful.
In response to the outcome, Carignan extended her congratulations to Breuer, emphasizing the honor of being a candidate and engaging with fellow Allied Chiefs of Defence during the process. She expressed confidence in Breuer’s leadership abilities and highlighted the importance of their collaboration on NATO initiatives going forward. Defense Minister David McGuinty voiced his strong support for Carignan, citing her dedication and credibility, and emphasizing the significance of her potential appointment as a groundbreaking milestone.
Experts have pointed out potential obstacles to Carignan’s appointment, particularly citing U.S. President Donald Trump’s stance following Prime Minister Mark Carney’s efforts to enhance Canada’s relationship with the European Union. The newly elected Chair, Breuer, is a 61-year-old army officer known as “the chancellor’s general,” having led a crisis committee in Germany during the COVID-19 pandemic. His extensive military background includes service in NATO’s International Security Assistance Force in Kabul and training in the U.S. and Germany.
Carignan’s defeat and Breuer’s victory signal a significant development in NATO leadership. Breuer is expected to assume his new role as NATO Military Committee Chair in July 2027, ushering in a new chapter in the alliance’s military leadership.
